Assuming the heater won’t exceed the maximum current of 13A, you should be able to use the plug for that use. However, I would like to note that the plugs are not intended for outside use. If you are using them outside, please ensure there is adequate protection from the elements.
However, your question about time-based triggers is slightly more difficult. My normal recommendation would be to set up the time based triggers using Home Assistant.
If you don’t wish to use Home Assistant, both Tasmota and ESPHome have HTTP servers, you could make HTTP requests to, using a cronjob or similar from another device on your network. However, this would, of course, rely on the plugs being connected to a wifi network.
The plugs can also be set up with timers that will trigger the relay at a specific time, however the plugs would use NTP to set their clocks so they would still need network access to do this. Examples for that can be found below:
